【Summary】Management of natural resources fails if it does not account for the incentives of humans dependent on those resources. Recent experience with many different techniques for managing natural resources indicates that humans are far more likely to obey restrictions on use that they invent themselves in their own joint interest than they are to obey restrictions created and imposed on them by government or other powerful actors. Although commons (iriai) arrangements have been criticized as somehow 菟rimitive・ by fans of industrial and agricultural modernization for decades and even centuries, these arrangements actually solve some problems that become more severe with modernization, and that modern economies must solve. In particular, commons systems allow humans (a) to create management units that match the size of ecosystems so as to internalize environmental externalities, and thus (b) to combine productive use of natural resources with the lim
itations on use that are needed for long-term sustainability of these resources. Elinor Ostrom won a Nobel Prize in Economics in 2009 for demonstrating this historical reality and for discovering the essential guidelines for designing a successful commons system. However, our knowledge so far is based mostly on the accumulation of case studies, all done by different researchers with different goals who collected different (non-comparable) information about each case. Moreover, the focus of most case studies has been internal design and function of these systems, so we have not learned enough about the relationship between commons systems and their political and economic context, an essential topic for predicting which places are good candidates for creating or reviving commons management. To advance our understanding of commons we need to collect data more systematically and comprehensively and to study the surroundings of commons systems. The large-N project we have here in Iwa
te is designed to mine one of the world痴 richest sources of legal and historical information about commons so that we can understand what contextual factors are important in enabling a commons system to survive over time.
